Air Quality
The quarry will significantly impact air quality and contribute to violating air quality standards for the region. Sources of emissions will include site preparation activities, extraction activities, blasting, use of earth-moving equipment, operation of the processing plants, operation of the concrete, asphalt, and cement base plants, import and export of concrete and asphalt associated with recycling activities, and truck trips.
Air quality impacts have the potential to affect sensitive populations in the East Otay Mesa area and along truck haul routes.
Emissions of carbon monoxide, volatile organic compounds, and oxides of nitrogen in these areas are of primary concern.
Dust and rock particles produced by possible aggregate extraction, processing and transport activities will be breathed and felt by people living, working and visiting the area.
